Next, bake the cake as directed on the back of the box. Make sure to divide the batter evenly into two 8″ cake pans. Let cool for 15-20 minutes before moving on to the next step.

After it cools, take a round cake pan and turn it upside down (while your other hand holds the cake down). A cake plate is nearby to put on the plate. Spread an even layer of vanilla frosting over the upside-down cake. Then place another round cake on top (right side up). Spread an even layer of vanilla frosting on the top round cake.
Then, take a paper plate and cut off the outer edge and discard. Use a paper plate as a template for the circle on the shield.
Place the paper plate upside down on the cake (but don’t push it down or it will pull up all the icing and some of the cake when you lift).

Attach the tip of the cake to the red glitter icing and follow it around the edge of the paper plate once. Smooth the icing to the edge of the cake with the back of a spoon. Gently remove the paper plate. Then using the same paper plate, cut additional pieces from the plate. This time use a strip as a guide for the next circle (leaving a circle of white layer of frosting between the two red lines). Discard the other paper plate as you no longer need it.
Trace the inner border of the stripe with red glitter icing. Use the back of a spoon to smooth the icing into a thick red line. Then place the star cookie cutter in the middle. Place the tip on the blue glitter icing and trace the outline of all the stars. Use the back of a small spoon to smooth the icing to the edge of the red line.
Pipe the remaining vanilla frosting into a pastry bag and tuck the tip into the bag. Remove the star cookie cutter. The outline of a star should be seen. With a pastry bag, fill the stars with frosting. You can use a small spoon to smooth the frosting onto the star or leave it alone. Use the remaining frosting to touch up all other areas of the cake.
